Question: It was revealed last week that the NYPD has been conducting Operation Lucky Bag, in which undercover subway cops drop a wallet and then stop and frisk the individual who picked it up when they assume there is no intention of returning it, which is illegal. Do you think this is good strategy? Why or why not?
